Public Lands Legislation Update: July 11, 2026

Here’s a overview of where key public lands legislation stands as of July 11, 2026, along with recently passed bills and what’s still moving through Congress.

Recently Passed Legislation

  • Modernizing Access to our Public Waters Act
Signed into law in late 2025, this bill continues to be implemented with new interactive maps for fishing and boating access now available on major river systems.
  • Secure Rural Schools Reauthorization Act
Passed in December 2025, this provides stable funding for rural counties with significant federal lands through FY2027.

Key Active Bills

  • H.R. 7979 – Public Lands Access Restoration Act
Passed the House Natural Resources Committee in June and is now awaiting a full House floor vote. The bill would create a presumption that existing roads and trails on BLM lands remain open unless the agency proves a clear need for closure.
  • H.R. 718 – Public Lands in Public Hands Act
Still active in the House Natural Resources Committee. This bill would require congressional approval for the sale or transfer of large federal land parcels (over 5,000 acres), aiming to protect public access.
  • Roadless Rule Repeal Amendment
Senator Mike Lee’s amendment to repeal the 2001 Roadless Rule remains under discussion in the Senate. It was attached to the Wildfire Prevention Act and is currently in negotiations.

What This Means for Public Land Users

These bills focus heavily on access, transparency in land management, and balancing multiple uses. If passed, they could affect road/trail availability on BLM lands and provide more predictability for hunters, hikers, anglers, and campers planning future trips.
